[03-Sep-2015] My college aged daughter rented an apartment from this landlord, a unit in a multiunit 100 y/o building. As this was my daughter's 1st apartment, I spoke with the owner via telephone on safety and cleanliness issues. She assured me the apartment would be cleaned & painted between tenants. At move in, I found the apartment to not have been recently painted nor recently cleaned. I had a list of major repairs including replacing broken blinds, cleaning the ceiling fans, repairing holes in the floor & walls....and more. The repairs were done in a timely manner and the landlord actually thanked me for bringing them to her attention. During the course of the 1 year tenancy, we had to contact her several times for further repairs...a running tiolet, a broken furnance (no heat in the dead of winter), a loose towel bar. At moveout, I received less than half my security deposit. The landlord claimed the apartment needing cleaning and charged me to repair holes in a 12 ft ceiling and loose shelving in an aging refrigerator. These "damages" were there from move in. She also charged us cleaning fees including carpet cleaning on an already disgusting carpet filled with burn marks and stains. I had taken photos of the apartment at move in and my daughter videos of it after. The apartment had been thoroughly cleaned before moveout and left in better condition than when we had found it. According to Ohio tenant-landlord law, the apartment must be left in the condition it was found and the landlord cannot use security deposit money to pay for routine wear & tear. When I complained, she offered to refund me another $75.00 which I was unhappy with. I looked at the "before condition" list and saw the landlord had marked "clean" on almost everything when our photos and videos show it clearly was not. Unfortunately, my daughter signed this paper making it seem she was in agreement despite our photos proving otherwise. I found this landlord to be less than honest, difficult to deal with and taking advantage of naive students and their parents who live out of state and are not available to deal with the day to day issues of renting. She withheld our money unfairly and I am not happy about having to pay for landlord's maintenance issues. I could not wait for my daughter to move out of what I considered a slum apartment with a deceiving, spiteful and unreasonable landlord.
