[14-Jul-2016] I wish to strongly dissuade anyone considering renting for Warren Olvera/Warren Vega-Olvera/BROVO Accounting. For the most part the 10 months I spent at his studio were uneventful. The most difficult aspect was long waits to get my mail. Because he does not provide a mail key you have to wait on him to get you your mail at his convenience. This can take up to a month. The real issue to be concerned with is his dishonest business practices with regard to refunding my security deposit. I provided a mailing address to send my deposit to upon moving out. When I checked in with him to suggested adding a c/o line to the envelope (I was staying at my grandma's temporarily) he said he had deleted the message with the address and needed me to resend the address. Okay. The next time I checked in with him was to give him my new apartment address (in case he hadn't already sent the refund). He said the refund had been returned. When was he planning on telling me? I gave him my new address and finally received my deposit. Unfortunately he had deducted expenses that are out of line with California state law regarding reasonable charges and deductions. He returned well less than half of the deposit, deducting nearly $300. In the state of California any deductions from a security deposit over $125 require special documentation to be provided to the tenant. These includes detailed, itemized receipts of the expenses. Warren did not provide this. In addition he fabricated a story saying that I lost the studio key and this justified him charging me for the rekeying of the door. Never happened. In fact I returned the EXACT key he had given me when I moved in, upon moving out. What DID happen in February of this year (2016) was Warren approached me to say he had misplaced his copy of the studio key and asked if I could make a copy and get it back to him. I said sure, and using my own time and money, made a copy of the key and passed it on to him. Is also is charging for carpet cleaning (which by the way is basically always an expense the landlord is responsible for except in cases of extreme damage.) There was no extreme damage to the carpet. Any soiling was mild-moderate. Routine carpet cleaning for normal wear-and-tear on carpet is 100% the responsibility of the landlord. There is more: security cameras and random dogs sometimes in the backyard, including one very large white, kinda scary looking dog, with no warning or consent from the tenant. An included parking spot that was usually available, but sometimes occupied by the landlord's vehicle. This was the case toward the end of my tenancy (but still during my contract) as I was trying to load a truck with my last belongings. Rent at your own risk and don't count on getting your deposit back. Also if you decide to rent take lots of photos, before and after. And communicate everything to your Warren: any guests that come over, when you're going to be home, when you're going away, any issues that arise.
