[07-Aug-2017] When I first looked at the property with a realtor, there was work being done inside the home. Cabinets were falling out in the kitchen, floorboards were peeling up from an obvious water issue, trash and weeds all over the yard. When I moved in two weeks later, none of the work was done and it looked exactly the same as the day I looked at it. That began the nightmare.

I did the move in inspections and had identified even more issues. No HVAC filters or ability to put filters due to their "remodeling" and manipulating the unit. Backdoor didn't slide open. Microwave didn't work, dishwasher was filled with mold, fireplace had no fixture to use, kitchen cabinets were far worse than seen on the surface (rotting and flaking apart). I began making work order requests. Turns out that the owner of the property, who established an LLC to try to hide and protect himself, was also involved with the property management company. Yoel Iny is the owner, 613 Investments LLC is his shell, and Nevada Asset Preservation & Management is the property manager with Lisa Lucas being the person in charge.

A year passed by, and all that was fixed was the microwave, dishwasher, and fireplace. Cabinets, backdoor, and HVAC still had not been fixed, although they had multiple people come out to take estimates, and the owner denied all of them because he didn't want to fix it. They asked me to renew my lease, and I told them I would only do so if they fixed the issues I had been asking for all year. They "agreed" and sent more vendors out to do estimates. They came to fix the back door, and I assumed they were finally making good on their word, so I renewed my lease. Two months later, nothing had been done, and we had a massive leak in the ceiling from another one of their cut corners on the remodel. The ceiling began sagging and changing colors. It took them almost 3 weeks to finally send someone to fix the leak, but they didn't touch the ceiling or standing water. With no HVAC system or filters and air circulation, this became even more of a health hazard.

I threatened withholding rent and demanded a mold inspection. They hired a company to come do the inspection, and at the end of the inspection he came to me and said "They don't want me telling you this, but it is so bad that I'd feel bad for not advising you, but there is mold everywhere in the house." I told the management company that since there was obviously mold everywhere, that I would not be paying rent until they finished the repairs. They cried about it, but sent an unlicensed, unbonded "friend" of the owner to do the mold and HVAC work. I refused, saying that I could not be in the home while someone who is not licensed to do that type of work opened the walls and exposed me and my family to the mold and air, and I could not leave my home for a few weeks, paying out of pocket, while an uninsured, unbonded person has free reign in my house. So then the owner and property manager said they were "rescinding my lease" and that I had to leave. I refused, because it's a lease, and you can't rescind it. 2 weeks expired, so I refused to pay rent because they didn't do any of the work. They filed eviction papers.

We went to court, and the Judge told them that I was within my right to refuse an unlicensed person to do HVAC and mold work, and they needed to get a licensed vendor out to do the work. He extended the case 2 weeks for them to do the repairs. During this time, the HVAC work did get fixed, and it took the company more than a week to do it because it was so bad. They did not do any mold or water damage work, and we went back to court where the judge then sent us to mediation to work out the details. The property manager and 613 Investments agreed to do all the repairs and put me in a hotel while it was being done. 2 weeks later at the next hearing, nothing had been completed, no work started, and they were now refusing to do the work, saying that the vendor felt like he wouldn't be able to make me happy because all I wanted to do was sue the owner. I called the vendor, and he denied this, stating that the company asked him to start the work immediately, but he had equipment on another job and would not be able to start the job for at least 10 days, so they declined. They lied in court.

The judge then said he did not know enough about mold, so he wasn't sure if it was dangerous or not and couldn't make a determination, so he was granting the eviction and knew I had to appeal it. The case is still with the Nevada Supreme Court on merits of administrative issues by the judge not denying the eviction based on having a legal defense, but it doesn't negate the issues I have had with NAPM and 613 Investments LLC. I reviewed them on their Facebook page, and they threatened me with legal action if I didn't remove the negative review. All it is is facts, but they don't like it. That is they type of company you will be dealing with, so use extreme caution.
